The Role of Paternalistic Leadership on Employee Innovative Behavior in Indonesias Digital-Based Companies Ryana Andari Purba, Yanki Hartijasti

Abstract
Various studies have suggested that the most common factor forming employee innovative behavior is leadership style. However, studies that examine the influence of leadership styles on employee innovative behavior in diverse cultural contexts are still rarely discussed. Various studies suggested that Paternalistic Leadership is the most effective leadership style applied in countries with collectivist culture such as Indonesia. On the other hand, studies from Western culture criticize Paternalistic Leadership as a form of dictatorship wrapped in kindness and is believed to make employees depressed. Nevertheless, various studies from Asian countries have also denied this by suggesting that this kind of leadership will have a positive impact on employee innovative behavior. This study aims to examine the influence of Paternalistic Leadership on Innovative Behavior in Indonesia’s digital-based companies. Research data taken from 332 people who work in digital-based companies in Indonesia. Data analysis was performed using Linear Regression and General Linear Model (GLM). The results of the study indicate that Paternalistic Leadership has a significant impact on Employee Innovative Behavior.

Managing Research Organization as a Strategic Management in Higher Education – An Experience at Politeknik Negeri Bandung Ediana Sutjiredjeki, Carolina Magdalena Lasambouw, Neneng Nuryati
Politeknik Negeri Bandung
Abstract
With the advent of knowledge based economy era, there has been a shift in research paradigm within higher educations. Research was initially only emphasized on the development of science with scientific publications as the main output, but now it is encouraged to create technological products with economic values. This change therefore influences the pattern of research organization management at higher education. Starting from 2007, research organization at higher education is evaluated regularly by Directorate General of Higher Education (DGHE). The DGHE conducts evaluation on the performance of Research Management System at higher education institutions every three years. Based on the evaluation results, the higher education institutions are classified into one of four clusters of research: Mandiri, Utama, Madya, or Binaan.
This policy applies to all universities in Indonesia, including vocational higher education such as the Politeknik Negeri Bandung. Unlike universities, vocational higher education such as polytechnics cannot be easily classified into the first three clusters, because at its early stages polytechnics were not mandated to perform research.
This paper discusses the management strategy of research organization in the form of research and community service units at Politeknik Negeri Bandung. The management of research units is carried out by referring to 13 aspects of research management and setting indicators of achievement. By implementing management of the research unit and community service as a part of institutional strategic management for approximately 8 years, it has succeeded in supporting the Politeknik Negeri Bandung to achieve A-institution accreditation in 2016 that will be valid until December 2021.

The Implementation of Humanistic Online Charity Agus Syihabudin, Shohib Khoiri, Alamta Singarinbun
Institut Teknologi Bandung
Abstract
To meet the basic needs of life, clothing, food, and shelter is the right of every individual. Every individual has the right to have a decent life, which is clothing to cover his/her body, eating to fulfill the needs of stomach and housing as a place to shelter. However in the real condition, not every person has a good fortune, also there are not a few of people who live with shortcomings. Religion provides a solution to overcome this problem, namely by presenting the concept of charity. The concept of charity in Islam is called zakah, infaq, or sadaqah. In Christianity, it is called tithing. In Hinduism, it is called Punia. In addition to these religions, each religion has its own concept of charity, which is to spend little money or funds to be given for those in need. Charity in the technical distribution can be done individually (man to man) between donors and recipients, there is also charity which is done collectively, namely by the establishment of charitable institutions that collect funds from donors and distribute them for those in need. Along with the development of information and online technology, many charitable institutions are now using the technology. This method provides convenience not only for these institutions, but also for donors, so donors can simply use the online application to donate. However, the use of online technology in addition to providing a positive impact, there are several disadvantages, including the lack of humanity. An example is the loss of the emotional side between donors and recipients, the lack of conformity in the halal regarding to the sources of the funds, and lack of information on the distribution of funds by those charitable institutions. Seeing these conditions, it is required a model in online technology that does not exclude humanist values which are the real spirit and real implementation of charity, so the use of online technology in charitable fund collection and channeling by fundraiser institutions can be done maximally.

However, the film community also tries to inform that the issues arouse in the society which mostly relates to the values of Pancasila, not something that does not need to be given attention both by the society and government.

However, the MCS which is known as a routine-based and formal system sometimes argued as a rigid system and potential to be a hindrance to flexibility. Hence, MCS needs to be adapted to facilitate the changes inside the project-based virtual organisation while still enable the control system inside it. As such, this paper will try to explain how MCS is implemented and adapted to be aligned with the changing organisation. A qualitative case study was conducted at a R&D department of an Indonesian state-owned enterprise with the data gathered from some interviews with several key organisational members and also from internal and external documents. The finding shows that the changing organisation at R&D department was created as a response to the environmental, societal and technological forces which leads to the adaptation in the implementation of the MCS. Consequently, the informal adapted MCS was implemented to be aligned to the virtual organisation structure of the R&D department. This informal MCS consists of project-based indicator with revolving targets used for senior manager’s decision making and reward evaluation purposes. The report was conducted more often, quarterly report was chosen to adjust with the dynamic situation in virtual organisational mode.
